Observation

Licensor interviewed both referents and completed an unannounced complaint inspection, interviewing the teacher named in the incident, interviewing an assistant teacher who witnessed the incident, and spoke with the director. The teacher reported she was trying to stop the child from hurting another child and himself, but this version of the incident was not supported by two other witnesses who shared their concerns independently of one another. It is more likely than not that the teacher grabbed the child in an inappropriate manner leaving a red mark on his arm after she had been angered by him.
